Context

Albanian cities face growing challenges pressures from rapid motorisation worsening air quality, road safety, and quality of life. Investments overlook sustainable transport modes like walking, cycling or public transport, leaving systems in need of modernisation and infrastructure for active mobility requiring improvement. Addressing these issues fosters economic growth, enhances social inclusion, improves public health, optimises public funds and reduces environmental impacts. Expanding public transport, promoting active mobility, and creating sustainable urban spaces in Albania will help create more accessible, liveable, and inclusive cities.

Objective

The Albanian Government and municipalities are implementing ambitious sustainable urban mobility projects.

Approach

To achieve its objective, the project focuses on three main areas of intervention:

  • Municipal actions: The project improves institutional structures to drive the urban mobility transition and modernises Albania’s public transport system by introducing advanced technologies and methodologies. It also expands walking and cycling infrastructure to promote climate-friendly and inclusive urban mobility.
  • National actions: It supports institutional reforms in public transport, provides technical advice to align national regulations with EU legislation, and promotes inclusive, data-driven decision-making.
  • Digital transformation: The project introduces enhanced data systems and digital applications for urban mobility management. It also develops digital pilot projects with Albanian stakeholders to promote climate-friendly and inclusive urban transport solutions locally and nationally.
